The flight departed from Marsh Harbour Airport in the Bahamas, bound for Opa-locka in Florida, aboard a Cessna 402B, a light twin-engine aircraft designed for short-range regional transport. Although it was suitable for charter operations, its performance depended critically on strict adherence to weight limits and proper load balance.
In this case, the aircraft took off with eight passengers, one pilot, and baggage, significantly exceeding the maximum authorized weight. The subsequent investigation estimated a total weight of around 7,241 pounds, approximately 941 pounds above the certified limit of 6,300 pounds. In addition, the load was improperly distributed toward the rear of the fuselage, shifting the center of gravity about 4.4 inches beyond the aft certified limit.
During the takeoff roll, the aircraft managed to lift off, but the combination of overweight conditions and an excessively aft center of gravity severely affected its stability. After rotation, the nose tended to pitch up unusually easily due to the aircraft’s increased sensitivity to pitch control. Under normal conditions, the center of gravity acts as a natural stabilizer, but when it shifts too far aft, the aircraft becomes longitudinally unstable and can reach dangerous angles of attack with relatively small control inputs.
Although takeoff was completed, the aircraft had not yet reached sufficient airspeed to maintain a safe climb. Much of the available energy was used to raise the nose, resulting in insufficient acceleration. Within seconds, the Cessna climbed to only about 40 feet above the ground while the angle of attack continued to increase dangerously and the speed approached stall conditions.
Ultimately, the aircraft stalled at very low altitude, almost immediately after liftoff. This caused a sudden transition from climb to uncontrolled descent, accompanied by a more pronounced loss of lift on the left wing, which led to a strong roll. At such a low height, there was no margin for recovery, as the maneuver required reducing the angle of attack and having sufficient altitude for the aircraft to regain airspeed.
With only about 40 feet of separation from the ground, the pilot was unable to regain control. The aircraft descended with the left wing low and impacted a swampy area near the end of the runway. The impact destroyed the aircraft, and all nine occupants on board were killed as a result of the accident.
