Norway achieved roughly 96-97% EV market share for new car sales in 2025 through decades of tax exemptions, toll discounts, and other incentives that made electric cars cheaper than petrol or diesel alternatives domestically — while continuing to export nearly all the oil and gas it produces abroad, with fossil fuels still making up about 57% of Norway's export value. The profits have been channeled into the Government Pension Fund Global, the world's largest sovereign wealth fund, now worth nearly 20 trillion kroner.
