A huge shoutout and all due credit to the alfonsmagd who laid the groundwork for this D3D11 librw backend. I took their fork, initialized DX11 device, fixed the device asserts, updated base shaders to Shader Model 5.0, and finally conquered bringing 'custompipes' (peds lighting and vehicle reflections, neo-pipe shaders) to the modern API.
For those asking 'Where are the next-gen graphics?':
DirectX 11 is an ENGINE backend, not a magic graphics filter. Right now, it's rendering the exact same vanilla PC & PS2 graphics but through a modern pipeline. We had to build the modern highway before we could drive the sports cars on it. This opens the door for POSSIBLE better CPU performance, Compute Shaders, and crazy mods in the future.
