Artscape kicks off this weekend in Downtown Baltimore, and organizers are preparing for wet weather while ensuring the festival runs as planned through Sunday. The festival takes place at War Memorial Plaza from 11 a.m. to 9 p.m. Saturday and Sunday, and its leaders said that while they are monitoring the weather, the show must go on. Musical performances will go on as planned starting Saturday, unless there's lightning, and they do not believe rain will keep crowds away. Wet weather outside hasn't stopped people from enjoying the Scout Affordable Art Fair inside the War Memorial Building, the first part of Artscape that opened to the public starting Friday.
