BALISACAN: 'CORRUPTION BREEDS INCOMPETENCE'

NEDA Secretary Arsenio Balisacan said corruption and incompetence in government are deeply connected, stressing that corruption often leads to poor governance and weak institutions.

He explained that when positions are given based on loyalty instead of merit, accountability suffers and systems deteriorate. Balisacan added that honest and capable people can still improve within a system, but corruption is a deeper issue tied to character and governance.

He also emphasized that sustainable development and good governance require policy continuity beyond a single administration.
