City 17 was originally planned to be much more explorable during development, but because of time limitations, Valve had to remove many ideas. Over time, several of those concepts were brought back through beta mods that explore different versions of the game's original vision.

Raising the Bar: Redux brought the game to a much more modern standard while keeping many of the beta ideas alive.

Dark Interval stayed closer to the original Half-Life 2 and expanded on its beta inspired elements.

In terms of gameplay, I prefer Raising the Bar: Redux, but in terms of atmosphere and overall feel.

Dark Interval stands out more to me. It honestly feels like Valve remade Half-Life 2 together with Arkane Studios, mainly because of its massive open maps and the way the world feels expanded.
