Russia deliberately targeted Azerbaijan's energy infrastructure and embassy during attacks against Ukraine, Azerbaijani President Ilham Aliyev said on the sidelines of the Munich Security Conference.
During the war in Ukraine, Russia repeatedly attacked the Azerbaijani embassy in Kyiv and energy facilities owned by Azerbaijani companies. These attacks were deliberate, Azerbaijani President Ilham Aliyev stated.
"There were three attacks on Azerbaijan's energy infrastructure in Ukraine, and there were also three attacks on the Azerbaijani embassy in Ukraine," he said.
According to Aliyev, after the first attack, Baku assumed it could have been an accident, and so they transmitted to Moscow the exact coordinates of Azerbaijan's diplomatic missions in Ukraine, "including the consular department, our cultural centers, and everything else," to avoid accidental attacks in the future.
"Despite this, two more attacks occurred. Therefore, this was a deliberate attack on Azerbaijan's diplomatic mission," the country's president noted.
"There were three attacks on the energy infrastructure of Azerbaijan in Ukraine, and there were also three attacks on the Azerbaijani embassy in Ukraine," Aliyev told the independent media outlet Ukrainska Pravda in Munich. The comments came on the same day Aliyev met with President Volodymyr Zelensky, who addressed the conference and held talks with various leaders in Munich.
The reported strikes come amid Russia's all-out assault on Ukrainian energy infrastructure, an ongoing campaign that intensified in fall 2025 as temperatures began to plunge. In November, Azerbaijan's Foreign Ministry summoned the Russian ambassador to voice a "strong protest" after the Azerbaijani Embassy in Kyiv was damaged by an Iskander-type missile in a Russian aerial attack.
Aliyev's remarks also highlight the growing strain in Russia–Azerbaijan relations, despite recent efforts by Moscow and Baku to normalize ties. Azerbaijan's honorary consulate in Kharkiv also suffered damage in March 2022, shortly after Russia launched its full-scale invasion.
Previously, in August 2025, Azerbaijian's Embassy in Kyiv suffered damage due to a Russian strike. That same month, a Russian drone attack also damaged a diesel pipeline and injured four workers at an Azerbaijan State Oil Company depot in Odesa Oblast. Another attack that summer targeted a gas distribution station near Orlivka, part of the Trans-Balkan pipeline that began carrying Azerbaijani gas to Ukraine in July.
As reported, on the night of August 18, the Russian occupation army launched a massive drone strike on the Odessa region, causing the Azerbaijani company SOCAR to catch fire.
An air raid alert was sounded. Monitoring channels reported that numerous "shaheds" had gathered over the Black Sea and subsequently flew toward the Odesa region, including Odesa. Soon, residents of the regional center heard explosions and sounds consistent with air defense systems. Smoke appeared over part of the city, and eyewitnesses reported seeing fire near their homes.
According to the press service of the regional headquarters of the State Emergency Service , the impacts caused a large-scale fire at a fuel and energy infrastructure facility. Terminals of the Azerbaijani oil company SOCAR and buildings of the Nova Poshta company caught fire.
In November, President Volodymyr Zelenskyy reported that the Azerbaijani embassy had been damaged as a result of another Russian attack on Kyiv. "In Kyiv alone, dozens of high-rise buildings were damaged. The Azerbaijani Embassy was damaged by Iskander debris. Kyiv was the main target, but the Kyiv, Kharkiv, and Odesa regions were also hit. According to preliminary reports, the Russians used a Tsirkon missile in the Sumy region this morning," the head of state noted. He emphasized that Ukraine is responding to these attacks with long-range force, and the world must stop these attacks on life through sanctions.
