How to FIX Graphics resource usage issue in Grand Theft Auto 4 | For Windows 11

This video shows you how to eliminate graphics resource restrictions from Grand Theft Auto: 4 in Windows 11. ▶️
There are numerous tutorials on how to resolve this issue on Windows 10, but the same approach does not apply to Windows 11. So I came up with this solution, and it works for me, and I think it will work for you as well, so give it a shot.

Commands used in the tutorial 🔴

For the commandline.txt file within game directory ◀️
-nomemrestrict
-noswapdelay
-availablevidmem 2010
-noprecache
-fullscreen

For the game launcher .exe ◀️
Within properties, besides target place cursor at the very end, leave one space gap and past the following commands
-availablevidmem 2010 -norestrictions -nomemrestrict

Make sure to type the available virtual ram of your system beside "availablevidmem" for each step, mine is 2010 mb so I have typed 2010 in the commands.

FOR THE STEAM VERSION OF GTA 4 🛑
Go to the library on Steam,
then to the properties of the GTA 4 game,
then select local files and then browse local files.

This will take you to the place where the game data is installed, where you execute the first portion of the tutorial (The notepad part with commands).

"However, with the original version/steam version of GTA 4, there is currently no way to complete the second half of this tutorial. However, I believe that the first part is sufficient to solve the problem, and that the second half is optional. So go ahead and give it a shot. I'm hoping it works out."
