In Rome, a homeless man finds the body of a teenage girl. The investigation is handled by Inspector Olmi, notorious for his brutal and violent methods. Following the trail, Olmi discovers that the crime is linked to powerful and unsuspected government officials. Despite pressure from his superiors to close the case, Olmi, an "uncomfortable" cop for the system, refuses to give up and continues his ruthless hunt to unmask the real culprits.
