A Baltimore City Council committee leader pulled no punches Tuesday in detailing why he believes police oversight is in a crisis of purpose. Baltimore City Council Public Safety Committee Chairman Mark Conway, D-District 4, outlined what he said are examples of how police oversight in Baltimore is stripped of the independence needed to meet its mandate. Conway listed four examples that he said have tested the public's trust in police, including three incidents in June in which officers shot and killed an armed Arabber and a 70-year-old knife-wielding woman in separate incidents, as well as the police in-custody death of a man suffering a mental health crisis and an officer who was caught on bystander video in his patrol car trying to run over a man.
