Maryland Gov. Wes Moore declared a state of emergency Thursday ahead of the looming funding halt for Supplemental Nutrition Assistance Program (SNAP) benefits. On Oct. 10, the U.S. Department of Agriculture said debit cards used by SNAP beneficiaries to buy groceries will not be reloaded as of Nov. 1 if the federal government shutdown continues.
