Baltimore police confirmed on Wednesday that the officer seen in a viral video nearly running someone over in his patrol car was a five-year department veteran. WBAL-TV 11 Investigates confirmed the officer involved is Robert Parks. The video was the source of plenty of discussion at Thursday's consent decree hearing, with Judge James Bredar saying he had seen the video. Bredar called the video troubling, but also said the public understands no department is perfect.
