Maryland's Department of Human Services secretary was on the hot seat on Wednesday before a joint legislative committee. Secretary Rafael Lopez admitted to serious problems that he says they are moving with urgency to fix, including housing children in unlicensed facilities such as hotels. DHS vowed — to a skeptical joint committee — to work on all of the problems with urgency. Lopez backed up that pledge by outlining steps already being taken and a strategy moving forward.
