Costumes candy and cars combined for an early Halloween celebration Thursday in Baltimore County. The Woodlawn and Pikesville police precincts held the fifth annual Trunk or Treat to greet kids in costumes and hand out candy. County police started their version of Trunk or Treat during the pandemic when Halloween involved very little contact. The tradition has grown ever since.
