City state's attorney Ivan Bates wanted to set the record straight regarding Timothy Cartwell, a DPW worker who was crushed by a garbage truck during a pickup in a narrow alley. Mayor Brandon Scott is making the driver a scapegoat, Bates said. Cartwell's supervisor did not follow DPW policy and dramatically changed his story when interviewed twice by investigators, Bates said. The garbage truck driver did everything he was told to do.
