Tuesday marked the start of a new chapter for Camp Ilchester, the old Girl Scout property in Howard County. For 70 years, the space was used as a Girl Scout camp. Now, county officials promise to breathe new life into the whole property — 20 acres of green space right in the middle of Ellicott City.
