Halloween is a really fun time for kids, but it can be challenging for children who use wheelchairs. That's why volunteers in Harford County are working to make sure Halloween costumes are awesome for everyone. More than 100 volunteers gathered at the Coppermine Bel Air Athletic Club, working to make Halloween special for everyone, including Joe Hughes.
