The issues surrounding vacant properties is nothing new. For decades, Baltimore has tried to find ways to remove the blight. Enter the Affordable Housing Tax Increment Funding program. The purpose is to encourage economic development in historically disadvantaged areas, but the mission isn't just to clean up vacant properties, it's also aimed at boosting affordable housing in the city. Baltimore Housing Commissioner Alice Kennedy and Finance Director Michael Mocksten explain the program.
