Harold Bailey said he spent nearly 20 years in prison for a fight that led to a homicide. He now helps people find jobs after incarceration and attended Tuesday's hearing on the topic. City agencies discussed their work in making sure the 2,000 people who return to Baltimore each year have what they need to stay out of prison.
