The historic port city of Swansea on the south coast of Wales experienced one of the worst flooding disasters in two decades. Three days of heavy rain turned the cityscape into a sea of inundation, forcing thousands of residents to evacuate and paralyzing much of social and economic activity. The disaster began on September 11, when a low-pressure system from the Atlantic Ocean began moving toward the UK mainland. The system brought with it high humidity and strong winds, which were then amplified by the atmospheric Rossby wave. In less than 48 hours, Swansea recorded more than 180 millimeters of rainfall—a figure exceeding the monthly average and triggering the River Tawe, which flows through the city, to overflow. By the morning of September 14, the river began overflowing its banks into the Morriston, Hafod, and city centers. Streets that were usually bustling with activity were transformed into raging waterways, while homes and shops were flooded up to chest-deep. The city's aging drainage system was unable to cope with the enormous volume of water, causing flooding to spread into residential areas and public facilities. The local government immediately declared a state of emergency and opened five evacuation centers in schools and community centers. More than 4,000 residents were forced to flee their homes, many with only essential items such as documents, clothing, and medicine. Amidst the panic, rescue teams worked tirelessly to evacuate stranded residents, using rubber boats and high-rise vehicles to wade through the floodwaters. The impact of the flooding was felt profoundly on infrastructure and the economy. The Kingsway Bridge, a key link between the districts, suffered structural damage and was closed to the public. Train services to Cardiff and Bristol were temporarily suspended due to submerged tracks and landslides in several locations. Power was cut off in 12 districts, disrupting communications and access to information. The city's main hospital remained operational, but had to transfer some patients to other facilities because its basement was flooded.
