Conflict over the appointment of a new Baltimore County inspector general carried over into a county council work session on Tuesday. Some demonstrators, who think the process has been less than transparent, held a rally just before the meeting. Demonstrators called it a "Rally for integrity," expressing support for current inspector general Kelly Madigan.
