Baltimore's recent decrease of homicides and non-fatal shootings came about thanks, in part, to partnerships and programs that help track situations in real time. 11 News Investigates got an exclusive behind-the-scenes look at how Baltimore police have been able to address crime through a wide range of partnerships, including community efforts and law enforcement initiatives. Members of the Baltimore Community Intelligence Centers (BCIC) help fight crime as part of the city's eyes and ears that see the calm before, and the chaotic scenes during, a police investigation. They use CitiWatch cameras that scan streets, neighborhoods and stores, as well as video from the Foxtrot police helicopter, seeing real scenes in real time.
