The Baltimore City Department of Public Works implemented a new policy to provide its sanitation workers relief from the summer heat. Though September, refuse collections will take place earlier in the day. That's not the only change at the agency. Director Khalil Zaied left DPW last month for a new role in City Hall. The agency's interim director, Matthew Garbark, joins 11 TV Hill to discuss changes at DPW.
