Baltimore City leaders are in Penn North a day after a mass overdose to launch a "coordinated neighborhood stabilization response." Emergency crews escalated their response as a level one mass casualty incident after having received an overdose call around 9:25 a.m. Thursday in the area of Pennsylvania and North avenues. While treating a person experiencing an overdose, multiple other peoples directed paramedics to additional patients. When the paramedics realized this was a larger emergency, the response was scaled up. Baltimore Fire Chief James Wallace said Friday morning that four additional people were taken to hospitals overnight and that there were 27 total patient transports in various conditions, seven critical, 15 serious but non-life-threatening.
