Baltimore City is deploying resources to the Penn-North neighborhood in the day following a mass overdose that left dozens of people hospitalized. Emergency crews escalated their response as a level one mass casualty incident after having received an overdose call around 9:25 a.m. Thursday in the area of Pennsylvania and North avenues.
