A man who was armed with a gun and suffering a mental health crisis was shot and killed by Baltimore County police on Sunday night, investigators said. The man's family members said he had mental health issues, but they and the man's neighbors had been able to help calm him down. Now, they're wondering why police couldn't do the same.
