Budget documents reveal Howard County isn't funding public schools the way it used to, leading some to say it's hurting students as well as efforts to attract and retain teachers. An 11 News Investigates review of Howard County budget documents shows the Howard County Public School System is receiving a smaller percentage of county funding than it used to. But Howard County Executive Calvin Ball does not frame that as a disinvestment in schools. Instead, he says it's an investment in other sectors of the county, a delicate balancing act to keep everyone happy.
BREAKING UPDATE: Minutes before this 11 News Investigates report aired, the Howard County Executive's Office released a statement announcing emergency legislation to provide up to $14.5 million in additional funding to the Howard County Public School System's fiscal year 2026 operating budget.
