City braces for lower income tax revenue amid federal layoffs

Federal government uncertainty in Washington is impacting Baltimore's 2026 budget proposal. Mayor Brandon Scott said additional federal layoffs since April have forced the city to move money around to fill holes. Baltimore's budget director, Laura Larsen, presented a partially revised 2026 budget proposal at Wednesday morning's meeting of the Board of Estimates. One of the biggest issues concerned the city's income tax, which comprises almost 20% of the budget. City leaders have elected not to raise income taxes on residents in the year ahead.
