Former U.S. Sen. Barbara Mikulski, D-Maryland, was presented with an award given to an official who embodies William Donald Schaefer's spirit and commitment. Schaefer was a former Baltimore mayor and governor of Maryland who served in public office for 50 years. Each year since 2015, the University of Baltimore's Schaefer Center has presented the award.
