The person accused of throwing what was believed to be an explosive device at a group of people was arrested and is now being held without bail. The suspect's defense attorney requested home detention, saying his client was not a flight risk and did not intend to hit or injure anyone. Still, the judge said it was dangerous what Brent Goetz, 23, of Sparrows Point, did on Sunday on Eastern Avenue, with witnesses calling it an explosion.
