Plenty of promises were made following the police in-custody death of Freddie Gray and the Baltimore uprising in April 2015. Many were not kept. Millions of dollars disappeared before making it to assist Gray's neighborhood in Sandtown-Winchester. But neighborhood leaders told 11 News they haven't given up as they work to build a thriving community.
