Law enforcement leaders credit reforms with transforming the Baltimore Police Department in the decade since the in-custody death of Freddie Gray. The U.S. Department of Justice put a federal consent decree in place at the BPD after an investigation found the department had broken the bonds of trust and engaged in a pattern of conduct that violated the Constitution and antidiscrimination laws. Anger, frustration and turmoil were prevalent in the uprising that followed Gray's death in 2015. The DOJ investigation into the BPD led to federal oversight, along with police reforms under a consent decree.
