Recap the 2025 Baltimore State of the City address

Baltimore City Mayor Brandon Scott delivered his State of the City address on Monday night. One of the first things Scott talked about was the city's reduction of homicides and non-fatal shootings. As of Friday, Baltimore City has seen 37 homicides so far this year and 83 non-fatal shootings compared to 51 homicides and 123 non-fatal shootings this time last year. "There were 335 homicides in 2020. There were 201 in 2024," Scott said. "That's down 40%. Shootings were down 43% over that time. In the first few months of 2025, we have had the fewest homicides in 50 years. He also said other crimes such as robberies, carjackings and auto thefts are down, too. Scott also took some time to talk about the Baltimore Police Department's consent decree. "Under the consent decree… they're doing the work to restore pride and trust with our neighborhoods. Police-involved shootings are down 67%. Use-of-force incidents have been cut in half. And complaints are down 67%," Scott said. "BPD is doing their work with fewer sworn officers. That's especially meaningful as we mark 10 years since the death of Freddie Gray."
