Thursday marked an ecstatic day for a family linked to a prisoner exchange between the U.S. and Russia that has ties to Baltimore County. Ksenia Karelina is a dual Russian and American citizen who was arrested in February 2024 on treason charges in Russia for donating $51 in aid to Ukraine. U.S. Secretary of State Marco Rubio posted on X early Thursday morning that Karelina was "on a plane back home to the United States."
