Miscommunication between Baltimore City departments over security improvements may have contributed to a cyberattack and identity theft that resulted in $1.5 million in financial fraud. As 11 News Investigates first reported Tuesday, the perpetrator adopted the name of a current vendor employee to infiltrate the city system, using information that's available online. The perpetrator then nurtured relationships with city employees and gained access to change banking information for the vendor. In February, the perpetrator was able to cash an $803,000 city check that was intended for the vendor. The same thing almost happened again with a $721,000 check in March, but the bank flagged the transaction as suspicious. It turns out, a similar incident with accounts payable happened several years ago that resulted in recommendations for security improvements.
