Former Philippine President Rodrigo Duterte’s flight from Dubai was delayed and is now expected to land in Rotterdam at around 12:30 p.m. EDT/1630 GMT. Philippine police arrested the former president in Manila on Tuesday and sent him to the Netherlands to face charges of crimes against humanity at the International Criminal Court.
