LA Noire Low FPS/FPS stutter fix for Multicore CPUs

LA Noire doesn't utilise multithreading correctly on modern CPUs with many cores and threads. There are two work arounds which should resolve the issue.

Method 1 -

Enable single threaded option in the .ini file for the game. This should fix the problem for modern cpus with strong single core performance. This is also a permanent fix unlike method 2.

Method 2 -

Disable CPU 0 and CPU 1 in task manager while the game is running to force multiple cores to be utilised. This is a temporary work around and will need to be done every time the game is restarted.

Method 1 should work for most recent CPUs with good single core performance however use method 2 if this is still not resolving the problem.
