Although he does not have a permit, Emil Kozma from an isolated mountain village in the municipality of Zagora is launching an initiative to build a road to the main road towards the city. Other peasants are gradually joining him, assuming that it is a state initiative and that they will now be able to get a loan to meet the most basic necessities of life. When it is discovered that Emil has undertaken the work on his own, it is too late to stop the project that could connect the entire place to the world.
