Oscar Otieno and Clement Odhiambo were charged with impersonating KEMRI officials and carrying out Covid-19 tests on members of the public. They were also charged with conspiracy to commit a felony after they conspired to defraud members of the public by issuing KEMRI Covid results to whoever remits Sh 3000.
