GTA: San Andreas - weapon.dat fix

oops, I meant to say "Country Rifle", my bad.

What does it fix (in case you'd prefer to see in text):
- applied reload feature to Country Rifle (UPDATE: Alternative version without this, check GTAForums workshop)
- increased Tec-9's animation length number so it can have actual recoil
- slightly increased Minigun's animation length number, also to have a small recoil
- ability to crouch with the camera
- properly restored SPAS-12 poor-skill animation (buddybad)
